• EC transport ministers are expected to resolve the 25-yearlong argument about truck taxation in an emergency meeting on Saturday. This will unblock a Regulation laying down a timetable for the phased introduction of full c.abotage freedom.
The tax for vehicles over 12t GVW comprises a minimum rate of excise duty on diesel of 245ECUs (1189) per 1,000 litres, minimum annual rates of vehicle excise duty, which will come into effect in January 1995, and road user charges—provided they do not discriminate between vehicles from different EC countries.
Vehicle safety, user education and driver training, improved road safety infrastructure and the transport of dangerous goods are included in a new EC Commission road safety action plan to be discussed by EC transport ministers at their September meeting.
