Which of the following most accurately describes the problem?

• A bid for a new licence by Stokeon-Trent-based Eric Wilkinson was refused on grounds of repute when he failed to appear at a Birmingham public inquiry.

Wilkinson, trading as Eric Wilkinson Trucking, had applied for a new internatiOnal licence for five vehicles and five trailers based at the Longton premises of Wass Transport.

West Midland Traffic Commissioner John Mervyn Pugh said the application was originally listed for a hearing in April. Transport consultant Ward International wrote requesting an adjournment and there had been no communication since.

In October 1991 Wilkinson was convicted of making a false statement in order to obtain a licence, the unauthorised use of vehicles, and drivers' hours and records offences.

Looking at that list of convictions, said the Commissioner, it was perfectly clear that Wilkinson was not of good repute.
