Which of the following most accurately describes the problem?

MODIFICATIONS are being included in the York Trailer Co. Ltd. singleaxle Freightmaster vans and flat semitrailers that enable them to be converted quickly to tandem-axled units should the need arise.

This feature has been introduced to permit operators who require to use trailers now with standard tractive units, but who have at the same time got heavyweight tractors on extended delivery. By these means an operator can get the best payloads in both conditions, with the standard tractors working with a 15-ton payload and the new tractors, when available, with up to 21 tons.

The cost of converting trailers fitted with these modifications is claimed to bring the total cost of a converted unit to only £46 more that the recommended list price of a similar standard unit.
