Which of the following most accurately describes the problem?

ADECISION by the Metropolitan deputy Traffic Commissioner has been upheld by the Minister despite appeals which were heard at a public inquiry on September 13 and 14, 1965.

Battens Coaches Ltd. appealed against the grant of a picking-up point at Upminster to Lacey's (East Ham) Ltd. and Grasshoppers Coaches Ltd., and also against the grant of a picking-up point at Hornchurch to Grasshopper. Both companies operate express carriage services to the south and south-east coast. Safeway Coaches Ltd. also appealed against the grant to Grasshopper. In addition, Battens Ltd. appealed against a refusal to grant them a picking-up point at Upininster.

Despite a recommendation from her inspector to uphold Battens' appeal and therefore grant them a picking-up point at Upminster, the Minister dismissed all appeals and instructed Battens and Safeways to meet the costs on the basis of two-thirds and onethird respectively.
