Which of the following most accurately describes the problem?

Al extension of the reward scheme for information on vehicle thefts initiated by the Road Haulage Association some time ago has been made possible with the help of financial contributions offered by the Accident Offices Association and Securicor Ltd. Rewards are now paid to members of vehicle observer corps who are responsible for the recovery of a stolen vehicle.

Conditions drawn up by the vehicles security committee were announced by the chairman, Mr. J. T. Brown (Atlas Express Ltd., London), in an address to members of the Southend and district vehicle observer corps and other people interested in vehicle security at Southend police headquarters last week.

Registered members • of the vehicle observer corps undertake to patrol a prearranged section of streets when news of a stolen vehicle is reported. Normally the patrol consists of a car containing a driver and observer, in which case the reward will be divided between them.

The amount paid will be £10 where a load or a substantial part of it is recovered with the vehicle. Where the recovered vehicle is empty the reward will be £2. Acceptance does not disqualify the recipient from receiving additional rewards which may be offered from another source.

The new reward scheme applies to employees of registered members in all towns or districts operating vehicle observer corps or in some cases to individuals who are in direct radio contact with a registered member.

Additional conditions require the theft to be reported by the patrol to the police and then to a registered member of the vehicle observer corps on the day of recovery and disqualify any person who is implicated in the theft of the recovered vehicle. The decision of the vehicles security committee on claims for rewards is final.
