Which of the following most accurately describes the problem?

THE Forth Road Bridge will complete its first £1m. in takings this month. However, despite the 2s. 6d. toll paid by 55 out of every 56 vehicles crossing, the bridge is not earning enough to meet the annual interest repayable to its financiers.

This year, too, the first annual payment of £15,000 is due to the railway authorities as compensation for traffic abstracted from rail. Traffic has been building up, with an average monthly increase of 104I per cent this year over last— but not fast enough to meet its obligations, which stand at £14.5m. advanced from Treasury sources.
