WHEN E. J. NO real protection against the imposition of maximum charges, which in some cases are an increase of 200 per cent. on existing exceptional rates, is offered in the draft of the British Transport Commission (Railway Merchandise) Charges Scheme. Trade and industry will, it is understood, make this claim in objections to the scheme.

The scheme is also to be opposed by the Scottish Council (Development and Industry) on behalf of the " small man" and the remote areas of the country. They are to notify the Secretary of State for Scotland and the Minister of Transport of their objection.

In addition to the representations which they are to make to the Transport Tribunal, they may also make recommendations about the Tribunal itself.
