Which of the following most accurately describes the problem?

THIS afternoon Mr. James Callaghan, I Parliamentary Secretary to the Ministry af Transport, will inaugurate the construction of a new trunk road to be built near Merthyr Tydfil at a cost of £200,000. It will serve as an eastern by-pass to Merthyr Tydfil and Dowlais, passing mainly through open country, and is part of a plan to improve communications in the Development Area.

It will leave the Cardiff-Merthyr trunk road near Pentrebach House and run in a general north-easterly direction for about 31 miles to join the NeathAbergavenny trunk road near Dowlais Top railway station. There it will connect in due course with the proposed Merthyr by-pass, which will form part of the improved route from Hirwaun to Abcrgavenny. The road will have a 22-ft. carriageway.

Lorry drivers, mates and others employed by master carriers in Belfast have been awarded an increase of 5s. a week by the Arbitration Tribunal.
