The Environmental Protection Agency (EPA) set up a hotllne to report illegal dumping. Some 75% of calls received were for flytipping. "The line is proving to be a valuable mechanism for members of the public to report illegal waste activities," says Dara Lynott, director, EPA Office of Environmental Enforcement.

The EPA has responsibility for protecting the environment through licensing, enforcement and monitoring activities. Under the Waste Management Act 1996, offenders can receive fines of up to El 5m and up to 10 years imprisonment.

"There is such a focus on waste that to win and maintain the trust of customers, contractors have to be professional," says O'Donovan.

Some 15 regulators oversee the waste sector, from the EPA, which regulates large facilities, to local authorities, which regulate waste collection and monitor small-scale facilities.
