Government spokesman Lord Won announced in the Lords luring the Committee stage of he Transport Bill that in future flew documents will be issued instead of amending the existing ones.
"Amended certificates can be hard to read, and it may be difficult to distinguish between a certificate which has been officially altered and one which has been falsely amended by an unscrupulous operator."
Issuing a new certificate was more efficient and clear, he said.
