Which of the following most accurately describes the problem?

THE first of a fleet of new tankers for delivering electrical insulating oils has been placed in service by ShellMex and B.P., Ltd. One filling of electrical transformer oil is expected to last 10 years and upwards, and the avoidance of contamination during delivery and storage is vital.

The vehicle is a Leyland-Scarnmell articulated unit of 2,000 gallons, with an independent pump for filling and emptying the tank. Nominally up to 50 g.p.m. can be discharged. Use of special self-sealing couplings, vent valves and dehydrating breathers eliminates the effects of air humidity and avoids undue disturbance of the oil.

The tank is a single compartment, with three intermediate surge plates, and its shell is extended to the rear to house the power pumping and dispensing equipment. The Leyland Comet tractor is standard, but the tank semitrailer has been constructed to the requirements of Shell-Mex and OP., Ltd., by Seammell Lorries, Ltd.
