Which of the following most accurately describes the problem?

FOLLOWING ON from the publication of the Mid-Term Review last week, the Road Haulage Association (RHA) acknowledges that, while the achievements reached by the government are positive so far, there is still a lot more that needs to be done.

We welcome the coalition's commitment to reducing our spending deficit, but we should be making faster progress. The UK economy must be given the wherewithal to move forwards, rather than just enough to stand still.

We also welcome the emphasis on supporting SMEs. A recent, tangible measure was the tenfold increase in the Annual Investment Allowance, which RHA had lobbied for, but there are many other measures that could be taken to assist businesses.

We support any action to keep down taxes. The RHA's key message to the government regarding growth is to promote UK business, especially manufacturing and process industries, and the efficient transport services that the economy needs.

Furthermore, while we note the commitment to give gas-fired power a major role in our energy mix, we are looking to the government to clarify its strategy for gas in haulage.
