Which of the following most accurately describes the problem?

A decline in the number of operators will cut capacity in the chemical haulage sector this year this year, Roger Wrapson of the Road Haulage Association suggests. He points out that chemical haulage has become such a specialist market, particularly with the investment in equipment needed to carry it out, that few hauliers in 2008 will be prepared or equipped to handle one-off jobs. Instead operators will depend on long-term contracts lo justify thE expense of getting into the sector. This in turn might have the effect of keeping rates higher, because if there are fewer hauliers doing the work then they should be able to get a good rate.
