Which of the following most accurately describes the problem?

1 • I)rury and Son of North Walsham, Norfolk has had the vehicle authorisation on its licence slashed by more than 75% after a series of prohibition and defect notices.

Eastern Deputy Licensing Authority Ian Fowler cut the 20-vehicle/30-trailer licence to just five vehicles and six trailers at an Ipswich public inquiry.

Drury had twice appeared at public inquiries because of maintenance problems. In 1987, when in partnership with his father, his licence was renewed for only two years. He won his present licence after his father died in 1989.

Since then, 15 prohibition notices and 13 defect notices had been imposed. Records showed that vehicles were not being inspected regularly. The quality of the repair work was poor despite good facilities, said a vehicle examiner.

Fowler noted that Drury's son Nigel was seeking a licence to take over the transport side of the business. He said that the licence would expire at the end of December and that if Drury had not put forward such realistic proposals, he would have suspended or revoked the licence.
