Which of the following most accurately describes the problem?

• Overnight carrier Nexday reports a "jammed switchboard" following a recruitment advert for franchisees for up to 25 new territories in London, the South-East, the Home Counties and the East Midlands.

The advertisement, in a London mzwspaper, attracted up to 500 enquiries, says Nexday's franchise recruitment manager, Paul Marsland. Nexday has divided London into 15 territories, based on postal districts, and will allocate up to 10 territories in the other areas.

Franchisees will take sevenday training courses at Nexday's base in Thatcham, Berks. Marsland says no previous experience is needed, and an HGV licence is unnecessary because 3.5-tonne vans are used. "We have all sorts coming into the industry and running a successful business, including ex-school teachers and welders," he says.

Nexday was set up in 1983 and originally employed its own drivers. It changed to a franchise style of operation more than a year ago.
