Which of the following most accurately describes the problem?

your headline news item "More Cuts for DTp Examiners" (Commercial Motor, November 29, 1986).

It disturbs me considerably to read that economies are going to be felt by Department of Transport Traffic examiners since the recent Transport Act, from which all bus operators in some way or other have suffered, did have one excellent aspect to it, in that there was an emphasis on greater safety and enforcement, thus hopefully eliminating the activities of the socalled "cowboy" operators.

If existing Traffic Examiner vacancies are going to be left vacant until the end of the financial year, assuming normal staff turnover, this will certainly create greater demands upon the time of remaining examiners, thereby reducing the chances of detection of unsafe practices being undertaken when operating services by certain operators.

All I can do is repeat the words of your quoted examiner who claims to find this chance "scandalous".
