• Operation of unlicensed vehicles by Brierley Hill-based Bicton has led to the refusal of the company's application for a new five-vehicle national licence by West Midland Licensing Authority Ronald Jackson.

Colin Smith, the principal director and transport manager of Bicton, which also trades as P K Transport Services, had been an employee of Devonair, which was wound up in June 1986. It was admitted that Bicton had commenced operation without a licence, Smith claiming that he had been misled by the liquidator of Devonair into believing that it was in order to do so.

In a written decision refusing the application, Jackson said he had warned that the operation of vehicles must cease pending his decision. He had since received a report that during the week commencing December 15 the company had carried out 21 deliveries for its principle customer. In view of that flagrant disregard for the law he found that neither the applicant company nor Smith was of good repute.
