Which of the following most accurately describes the problem?

AS CM went to press on Tuesday, The Freight Transport Association reported no major problems being faced by operators at strike-hit ports throughout the country.

Early signs were French and Belgian ferries were stepping in to make up for the shortage of ships flying British flags though slight delays were being experienced by a few operators who could not board the ferries they wanted to.

But the FTA warned that there could be problems on Irish routes as nearly all seamen and vessels were British.
