Negotiations between the two bodies have been continuing for some months since the Confederation was formed to "speak with one voice" for the road passenger transport industry. It is understood that the main obstruction to any merger is

still the position of Federation of Passenger Transport Employers which handles pay deals, in the municipal sector. .APPT members are concerned that this should not disappear in any Confederation link.

Many APPT local authority members are apparently sitting on the fence so far as Confederation membership is concerned.

Only four or five have so far indicated their intention to join, but the others are apparently waiting for their APPT membership fees to run out at the end of the financial year before taking a final decision.
