Which of the following most accurately describes the problem?

TALKS are expected to begin soon — probably early next month — between the Greater Glasgow PTE, the Scottish Bus Group and the Scottish Office about the potential for greater coordination of the two operators' services in Glasgow and the West of Scotland. The PTE recently concluded an agreement with British Rail about passenger services in the area and is clearly set to work out a similar deal with SBG. The negotiations are required by Section 19 of the Transport Act 1968 and will follow the pattern established by the PTEs in England.
