jtk You do not legally require safety chains

between your lorry and draw-bar trailer, but we feel that their fitment is a very wise precaution particularly on old equipment fitted with a pin and eye towing attachment. Of course the chains should be fitted from the trailer dolly, and should be crossed.

We would draw your attention to the Motor Vehicle (Construction and Use) Regulations 1966, regulation 60 of which covers trailer brakes.
