Which of the following most accurately describes the problem?

AT the first luncheon meeting held by the Central London area Traders Road Transport Association on Monday, the guest speaker, Professor Colin Buchanan, thanked the Association for the valuable information they had supplied whilst his committee was formulating its report.

There had been a novel approach to this problem, he said. Instead of setting up a fully representative, but unwieldy, committee they had had a small team which resulted in a more incisive line of thought. They had tried to put the traffic problem "on the table" and he felt that it would be difficult for anyone to accept the Report without also accepting the implications.

Regarding industrial traffic, the Professor said he would be interested to know how operators saw their likely developments affecting transport requirements.
