THE Scottish 'group of the National Association of Port Employers has issued a memorandum on the Transport Bill, in which it states that it is opposed to the fundamental principle of nationalization and, in particular, to the methods proposed to be used by the Government. The structure envisaged in the Bill is too centralized and cumbersome to be practicable, the memorandum states.
" Following the examples in other fields of industry," it continues, "control from London will inevitably mean that Scottish interests will be subordinate and will not receive fair consideration. In our view, if there should be nationalization of transport, there should be provision for a very high degree of autonomy for Scotland in all branches."
