Which of the following most accurately describes the problem?

THE NORTHBOUND M3 in Surrey was closed for more than eight hours on 14 February after a lorry full of hot tarmac crashed and spilt across the carriageway.

The accident took place at 9.45am between Junctions 2 and 3 near Lightwater and left the 26-tonne Volvo tipper overturned, spilling its load across three lanes. The road was not reopened until 5.30pm. Between 10 and 15 vehicles were involved in the accident, which led to ive-mile tailbacks. The Highways Agency brought in specialist cleaning equipment to remove the setting tarmac from the road.
