AYou must clearly understand that you

cannot purchase a licence and therefore the second question needs no answer save to say you can purchase the goodwill of the other party.

The takeover of a licence is often loosely called the purchase of a licence. This is not so. If you can acquire the business of an A-licence-holder you will require to apply to your local Licensing Authority to take over the licence. In such an application you will be required to satisfy the LA in the same way as you would if you were applying for a new licence.
