Which of the following most accurately describes the problem?

NEW regional organizations to improve public transport—the Passenger Transport co-ordinating Committees for the Northern, Yorkshire and Humberside, East Midlands, East Anglia, West Midlands and North West regions— have been announced by the Minister of Transport.

The object of the committees is to improve the public transport in their regions by, for instance, better coordination of bus and rail timetables.

They will also study the possibilities of speeding up bus services by means of better traffic management.

The committees will work by voluntary cooperation between public transport operators and others concerned.

Represented on the committees are bus and coach operators in each region, British Railways, local authorities, trades unions, the Regional Economic Planning Councils, the Transport Users' Consultative Committees, the Chairmen of the Traffic Commissioners and the Ministry of Transport.

The committees for the South East and South West regions will be appointed as soon as all the nominations for membership are complete. These are the members of the first six committees:
