Which of the following most accurately describes the problem?

'THE Road Transport Industry 1 Training Board has confirmed its intention to set up a grants scheme and impose a levy before the end of 1967.

Road haulage, passenger vehicle operation, furniture removals, warehousing and motor vehicle repair are businesses included in the wide range of activities covered by the Board.

Examples of levies already imposed by other boards range from 2.5 per cent of the pay roll by the Engineering Board, with an annual yield of £75 m. to 0.5 per cent by the Construction Board in its first year and 1.0 per cent in the second year with a latter yield of £14 m.

A statutory return, now being submitted to the Minister of Labour for approval, is expected to be sent to employers early in April. On it the Board will require information to be given as to the number of employees and the amount of their pay.

In analysing current training practices in the industry, the Board has obtained information from trade associations, educational institutions and larger employers.

A sample survey is now being undertaken to obtain information from employers as to the extent and cost of training now being carried out and the occupations or training 'grades involved.

To facilitate employers' co-operation at this stage the form of questionnaire has been kept simple although employers can qualify or amplify their replies if they wish to do so.

More than 25,000 establishments, it is understood, are already on the register of the Board although it is not yet complete.

The next meeting of the Board is fixed for April 6 by which time it is intended that the approved statutory form will have been sent to all establishments.
