Which of the following most accurately describes the problem?

The county surveyor of Worcester has reported as to the effect of the Road Traffic Act, 1930, on the work of the highways department of the council. Section 19, which limits the hours of drivers of mechanical vehicles, will have a pronounced effect upon the operation of the steam transport of the department, for the reason that all time during the working day, ificluding the initial period of raising steam in the early morning, will, it is understood, be deemed as time spent in driving. Consequently, the difficulty in synchronizing meal reliefs and hours of work of the steam-transport employees with those of the ordinary gangs will have an effect upon output.

It follows, therefore, says the surveyor, that under the new regulations the employment of petrol-driven vehicles is the more advantageous for the work of the department. The highways committee recommends, therefore, that, in future, only petrol vehicles be purchased.

Decrease in Horse-drawn Vehicles.

Whilst no information is available as to the number of horse-drawn vehicles. in regular use in London, a census taken one day in 1930 for a period of 12 hours at a number of important points showed that the number of such vehicles passing those points was about 30 per, cent. less than the figure for 1927.
