• A South Wales haulier has been allowed to change his operating centre despite objections from neighbouring residents, but South Wales Deputy Traffic Commissioner Alan Jenkins imposed a number of environmental restrictions on his licence.

Peter Waldron, trading as APC Transport, applied to move his operating centre for three vehicles and five trailers from Abergavenny to Glyn Garage, Tredegar.

Waldron said the lease on the Abergavenny site was due to expire this month. lie was negotiating to buy the Tredegar yard, which was next to a garage rented by his son Alistair, who was contracted to handle his maintenance.

Waldron rejected claims by the residents that the roads were not suitable for the size of vehicle being operated, pointing out that the access road was a main bus route. I-Ie said he was prepared to plant a row of trees on the south side of the site to meet the residents' concerns about the noise and visual impact of his vehicles.

For Waldron, Terry Vaux said the premises had been used as a goods yard since the 1920s, Waldron wanted the best possible relationship with the residents and he wanted them to know that nuisance would be kept to a minimum.

Granting the application, Jenkins said that gave him the power to place restrictions on the amount of vehicle movement in the yard. If he had refused it, that could have led to a much worse situation. He was satisfied that the site was in itself suitable, but he was not granting an unconditional licence because he believed that if he did the environment of the residents would be adversely affected.

Jenkins required an undertaking that Waldron would plant a row of fir trees on the south side of the yard which must be maintained at a height of 12ft.

He imposed conditions restricting vehicle movements to 07:00-18:00hrs on weekdays, and 10:00-18:00hrs on Saturdays with a maximum of 20 movements a year on Sundays. He also banned any maintenance at the site and required vehicles to leave the site in a forward gear.
