Which of the following most accurately describes the problem?

• Hauliers face fuel price increases averaging £600 per truck when a European carbon tax is introduced, rising to £2,000 a year by the end of the decade, warns the Road Haulage Association.

This follows publication this week of a government discussion paper addressing how EC targets for reducing carbon dioxide emissions will be met.

The paper admits that higher fuel prices may be needed.

The RHA bases its increases on a truck running 80,000Ian (50,000 miles) per year. It believes the carbon tax will add a total of three dollars (£1.93) to the price of a barrel of fuel next year and a dollar (65p) each year until the end of the decade.

At the pump that equates to 1.2p/lit (5.5p per gallon) rising to 3.9p/lit (18p per gallon) by the year 2000.
