Can you confirm that the holder of a current HGV Class 1, 2 or 3 licence will be able to drive a bus with more than 17 seats when he changes it for a Category C licence?

A Regulation 28(2) of the Motor Vehicles (Driving Licences) (Large Goods and PassengerCarrying Vehicles) Regulations 1990 states that the holder of a full HGV licence of full Category C licence may also drive a passenger vehicle with more than 16 seats so long as it is not being used for hire or reward, or carries more than eight passengers.
