Which of the following most accurately describes the problem?

/ The European Commission's Internal Market Directorate (DG3) has issued draft directives for bus and coach construction which take little account of disabled passengers.

Directive ECE 36.03 and 52.01 make provision for wheelchair space opposite the rear or centre door of a bus, but bodybuilders will not be obliged to incorporate wheelchair access: lifts, ramps and other disabledaccess aids are only covered as options in an annexe.

Disabled passengers are better catered for by London Transport which has just ordered 68 disabled-accessible buses (38 Dennis/30 Scania) with bodywork by Robert Wright of Ballymena.
