Which of the following most accurately describes the problem?

THE dismissal by the Tribunal of both I appeals of Golden Valley Transport Ltd., of Stoke Gifford, Gloucester (" The Commercial Motor ", November 19) will go some way to persuade road haulage operators that information requested by LAs should be furnished in full, and promptly. The matter should not require to be emphasized, since it is obvious that any operator " stalling " will not commend himself to the LA—in this case, Mr. S. W. Nelson and his successor, Mr. J, R. C. Samuel-Gibbon, were concerned.

It is true that the Tribunal stress that "the Licensing Authority reached his decision on grounds that did not consist exclusively of the appellant's failure to produce the information asked for" (some 10 months earlier?) and they go on to endorse the view of the LA that Golden Valley "was not operating the vehicles in a lawful manner, in that there was no relationship of master and servant between the appellant and the drivers of the vehicles, and that the reality of the situation was that the appellant had been operating an unusual type of clearing house ",
