Which of the following most accurately describes the problem?

PROBLEMS of rural bus operators were stressed to the Chief Secretary of the "I reasury, Mr. J. Diamond, in the Commons this week. Mr. Peter Bessell (Liberal. Bodmin) urged the removal of the fuel tax for rural operators. "There is a serious risk of many rural bus services breaking down in consequence of the high tax ", said Mr. Bessell.

The problem was undoubtedly serious, replied Mr. Diamond, but this was a Budget matter. Mr. J. Snow (Labour, Tamworth) asked him to bear in mind that MPs who represented rural areas were concerned about this. He suggested that Mr. Diamond might do worse than obtain the opinion of the Minister of Transport.

Mr. Diamond assured him that he and the Chancellor were aware of the urgency and the difficulty of this problem.

No Loans to THC: No Exchequer loans had so far been made to the Transport Holding Company, said the Minister of Transport in the Commons last week.
