Which of the following most accurately describes the problem?

FARMERS who have complained about the lack of public weighbridges in Perthshire and Kinross (there are only 14) have been told again that the County Council considers it would be impracticable for them, as Weights and Measures Authority, to provide weighbridges throughout the combined county.

The Council's general purposes committee has again come to this decision after a reconsideration, and its suggestion is that the situation could be relieved by combinations of local traders arranging for the joint purchase and use of weighbridges.

Perth area executive committee of the Scottish National Farmers' Union has also written on the subject to the Road Haulage Association, whose secretary has replied that he is making inquiries.

14e adds: "Weighbridge facilities are a matter we have under discussion with the Ministry of Transport at this time. A long-term method of overcoming this problem would be for the Ministry to provide weighbridge facilities at its commercial testing stations, but it is only proposed to erect 60 or 70 of these throughout the country."
