Which of the following most accurately describes the problem?

ANEWassociation of • operators directly concerned in haulage. was formed on December 9, when the " merchants, distributors and hauliers of sand and gravel met to discuss difficulties which had arisen in the relation's between producers of those' materials and those who sell and convey them.

The meeting, at which about 120 operators were pi-esent, was convened by Mr. L.*R. Recce. Mr. T. R.. Sanders was in the chair. Mr. F. F. Fowler attended and held a watching . brief on behalf of the S.J.C.

Mr. Sanders said that this was an unofficial meeting of the' sand and gravel distributors in the Metropolitan area. They had been called together with a view to taking steps to place themselVes in a position to be able to negotiate on-equitable terms with the producers for effective and economic distribution of sand and ballast. Mr. Reece said that the meeting was called to apply ginger to the distributor section of the B.S.A.T.A.

said that something of the kind was necessary because the position of distributors' .businesses was in jeopardy. Whilst many distributors were members of B.S.A.T.A., the constitution of that body was such that the producers could veto any proposal .put forward by the general body of members of that Association so that, in effect, the distributors were unable to carry any resolution which was in any way against the wishes of the producers.

After a prolonged and energetic discussion, in which all possible ways of dealing with the situation were con-. sidered, it was decided to form a new association, which should collaborate with the S.J.C. A provisional corn-. rnittee was formed and its first meeting took place on Tu2sday of this week.
