I think Mr Jones' best form of attack is to write to his local traffic area clerk — not the licensing authority — and state that his application has been turned down and why, and that he wishes to appeal to a local magistrates court.

If they don't want to take it to a magistrates court, they will then send his medical to Swansea who are the people who decide whether his application should be looked at. The medical reception at Swan sea will then tell his area authority whether to issue a licence or not. Mr Jones states that the licensing authority "will accept his word for an ordinary licence but not an HGV". It is not the licensing authority who will accept the doctor's word, it's Swansea who deal with the car licences.

It will take Mr Jones quite a while to get what he wants but if he persists I can't see any reason why he should be turned down.
