• Romiley. Greater Manchester tipper operator P R Enstone Bulk Haulage has successfully applied to increase its licence authorisation from two vehicles to five vehicles and two trailers, despite a petition from 16 neighbouring residents.
North Western Licensing Authority Martin Albu was told that Enstone's operating centre was on an industrial estate close to a country park and nature trail. The objectors lived on two rows of terraced houses along the access road.
For Enstone, John Backhi.use said the local authority haa t•aid that it would regard the cperation of five vehicles from the site as an intensification of use requiring planning consent. To overcome this problem, Enstone would agree to a condition that only four vehicles and two trailers be kept there at any time.
Resident Keith Young said they were concerned about noise, dirt, dust, pollution and the safety of themselves, their children and their pets. The cobbled access road was too narrow and unsuitable for use by heavy vehicles. Two or three vehicles regularly left between 05:30 and 06:00hrs, waking 90% of the residents. They were strongly opposed to any increase.
Philip Enstone said he was willing to put a tarmac surface on the access road at his own expense to reduce the noise.
Granting the application, Albu said it was a finely balanced judgement between the interests of the residents and the firm, and he felt that the matter of resurfacing should be pursued.
