Which of the following most accurately describes the problem?

• Preston-based removals firm Brewer and Turnbull is looking for a further 14 franchisees to expand its network across the whole of the UK.

The company's franchise operation, started in 1984, has 20 existing franchises. Commercial and franchise manager Pamela Flanagan says it wants to bring on one franchisee per month over the next year. "The removal business has been in the doldrums over the past few months," she says. "We believe removal firms will find it beneficial to come into a franchise operation with head office back up."

The initial franchise fee is 25,000 and the franchisee will also have to pay 3% of declared turnover in royalties to Brewer and Turnbull and contribute a set fee every month to a marketing fund.

"This central pot of money will be used to benefit the whole network," she says.

The company sets criteria which a potential franchisee must fulfill. It must have at least three proper removal vehicles.

"We do not want one man and his Transit," Flanagan points out. Also the firm must be a member of the British Association of Removers — or be willing to join. "We are looking for people with at least

three years' experience," says Flanagan, "and one of his vehicles will have to be in the Brewer and Turnbull livery, with drivers in B & T overalls and stationery carrying our 'friendly Mr Mover' logo."

In return, the franchisee will receive "marketing and management support, a national image, buying power, nationwide coverage and corporate accounts," adds Flanagan.
