Which of the following most accurately describes the problem?

• Stage one of applications for operators' licences in two traffic areas which would give the operator a fleet of 76 vehicles and 242 trailers was checked by Mr C. M. Sheridan, East Midlands LA, on Tuesday.

Blakey Transport Ltd, of Barrow on Humber, Lincolnshire, applied for a new licence for 60 vehicles and 200 trailers and was restricted to a licence for the 46 vehicles and 139 trailers in possession. At the hearing it was said the company was also applying for 16 vehicles and 42 trailers in the Eastern area where it had nine vehicles and 12 trailers in possession. All vehicles were maintained at the company's main base on the Humber although it had a small base at Felixstowe in the Eastern area.

After hearing from Mr Alan Blakey, managing director, Mr Sheridan said he accepted that the company had good premises and maintenance facilities. He accepted that staff would be increased if the fleet was enlarged.

His concern was the number and nature of convictions against Mr Blakey when trading as an individual and since July 1972 as a company. These related to overloading offences and convictions for insecure loads. There was also a conviction against the transport manager at Felixstowe and two drivers for a conspiracy offence relating to hours and records. He appreciated that Mr Blakey was not in any way implicated but he had to take some responsibility. Since many of the offences referred to were quite recent he wanted time for the company to prove itself capable. In the circumstances, he felt his decision to be a generous one.
