Which of the following most accurately describes the problem?

• New qualifications for membership to the Road Haulage Association's heavy haulage and machinery carriers' group have been accepted at an extraordinary general meeting of the Association. At the same time it was agreed that the title of the Group should be shortened to the heavy haulage group.

Membership is now open to anyone: — (I) Using vehicles designed to operate specifically under the Special Types General Order and which cannot work under the Construction and Use Regulations.
