Which of the following most accurately describes the problem?

ALTHOUGH Glasgow's municipal transport services are expected to show a loss of £25,500 in 1962-63, no further fares increases are contemplated during the year. This estimated deficit may well turn into a surplus if the recent increased Saturday fares produce the estimated aditional revenue of 1271,000. said Councillor S. Hughes, transport committee convener, last week.

In 1961-62 the transport department showed a surplus of £76,181; motor buses made a surplus of £681,924—an increase of about £27,000 on the amount estimated—but trolleybuses incurred a loss of £86,196 and trams, which are to be withdrawn next month, lost £513,148. The underground services also lost money.

Councillor Hughes thinks there is a strong case for withdrawing trolleybuses from service in Glasgow, the high cost of electricity being the principal cause of the operating loss.

ONE MORE PASSENGER PER MILE nNE additional passenger per mile

could eliminate the need for fare increases, states the Scottish Omnibuses group. One extra passenger would mean an additional £666,000 a year, since the present mileage of the group is 160 million miles a year. The recent fares increase granted to the Group was designed to yield exactly the same figure—£666,000.
