Which of the following most accurately describes the problem?

• Two appeals to the Minister of Transport by Bee Line Roadways Ltd have been dismissed with costs awarded against the company.

Both appeals were against decisions of the Northern Traffic Commissioners; the first was a refusal to grant a variation of an excursions and tours' licence and the second a refusal to grant an express licence between Hetton-le-Hole and Hartlepool via Sunderland.

In the first, the Minister is said by Miss B. J. de Livera, an Assistant Secretary, to have agreed that Bee Line was the largest Teesside excursion and tours operator, but thought that even though it was licensed to pick up at Billingham on extended tours, this was not sufficient to justify a similar picking-up point on day tours. The Minister thought the Commissioners were correct in giving due protection to the existing operators running essential but unremunerative stage services.

In the second, the Minister felt it would have been reasonable for Bee Line to have first investigated whether the existing stage services from Hetton-le-Hole and Sunderland to Hartlepool could have been adapted to feed the Bee Line excursions operated from Hartlepool.
