Which of the following most accurately describes the problem?

• A new driving school costing /31,000 was opened on Thursday for National Carriers Ltd (Scottish area) by Mr H. Kinsey, managing director of NCL. The school is located at Old Castle Rd, Cat hgate, Glasgow, on a 2588-acre site formerly the property of British Railways but which has been non-operational for a number of years.

The surface area of the school covers two acres, is laid in tarmacadam and has two manoeuvring areas to MoT recommended standards. The administrative building is 100ft. by 30ft. and contains two classrooms, demonstration room, instructors' room and other conveniences. There is garaging accommodation for four heavy goods vehicles and vehicle washing facilities.

The school will be open from Monday to Friday, between 8am and 5pm and will be staffed by three instructors. Normally 18 pupils will be under training. Six will be engaged in practical instruction, the remaining 12 in theoretical instruction. All drivers will be trained to Class 1 HGV Driving Licence standard on three Bedford tractive units with 25ft. trailers: there will be a Ford vehicle for converting drivers from Group 4 to Group 1 which will be brought into service as the requirement arises.
