Which of the following most accurately describes the problem?

by David Spain • On Wednesday afternoon I witnessed two police detectives and Mr G. Sinden and Mr W. Smith, of the Metropolitan enforcement section, arrest Mr David Bush and search his premises at 163 High Road, Wdod Green, London N22. Mr Bush was later taken to Acton police station and charged on two counts of conspiracy. I was told that Mr Bush would be granted bail on condition that he appeared at Acton magistrates' court next Wednesday. I was also told that other charges were being considered.

Mr Bush was once employed by the Ministry of Transport in the Metropolitan traffic area as a court clerk. Since leaving that post he has on several occasions appeared in the traffic courts, either representing himself or as an agent for other companies.
