EXPANDING TRAFFIC.—The volume of general cargo moved under the scheme in the week ended March 28, was 36,500 tons, an increase on the previous week of 7,700 tons. Of this total, the Liverpool area alone handled 13,700 tons—a very creditable performance on the part of both the administrative and operating sides. These figures are, of course, exclusive of the meat and livestoek carried by the Meat Sub-section.

OFFERS OF VEHICLES.—After making full allowance for any delay caused by the Easter break, the offers received for the chartered fleet are still disappointingly small. Last week they numbered about 100, of which half is likely to be accepted. The total number of suitable vehicles offered now stands at 1,700. Easter may also account partly for the fewer offers received last week for the Defence Lines. The number of vehicles enrolled increased by 1,000 to 28,000.

THE NATIONAL POOL.—A certain hesitancy is still noticeable in the attitude of some hauliers towards the National Pool. As might be expected, the Metropolitan and South Eastern Division head the list with 20 per cent. of the total applications, .but Scotland is a close runner-up with 19i per cent. Manchester, Liverpool, Newcastle, Leeds and Hull, together, form 31 per cent of the total.

RATE SCHEDULES.—The publication in the technical Press, last week of what was described as the Leeds Area Committee's (Hauliers' National Traffic Pool) schedule of rates, may have led some readers to suppose that a new basis had been found of settling rates where suitable ones are not already in force. In fact, the published schedule is not. in any sense an officially

approved schedule. To remove any possibility of misunderstanding, the Ministry wishes to emphasize that, after consulting the Advisory Committee, it does not accept the method as being generally applicable, either in regard to traffic originating in Leeds or any other part of the country.

EsinonsEssuNr or INVOICES.—There is an impression in some quarters that

so long as an operator has any form of goods-in-transit policy, he is •entitled to endorse his invoice "Certificate of Compliance RH/D/25a applies." This is not so. Carriers can endorse invoices as above only where a certificate of compliance, duly authorized by the insurer, has been deposited with the Ministry. If operators disregard this rule, the result will merely be that invoices will be returned for correction, and payment delayed.

INVOICING PROCEDURE FOR SUBAGENTS.—III response to requests from sub-agents, the following notes have been prepared on invoicing procedure:

When an appointed sub-agent passes traffic to hauliers he will be paid in respect of all the traffic for which he has arranged transport and will in turn reimburse the various hauliers he has engaged. The sub-agent need not render an invoice covering each invoice he receives from the carriers employed. He may cover a number of movements on one invoice, but all invoices must be supported by receipt notes for each load, and sent to the area officer for the area in which the goods are collected. He will state on his invoice the names and addresses of the carriers and the quantity of goods carried by each vehicle used, and will show against each carrier the same particulars relating to their insurance position as is required to be shown by the carriers themselves when they submit their invoices direct to area offices_ These are as follow:— (1) The name and address of the motor insurer and the number of the policy.

(2) If Certificate . of Compliance, RH/D/25a, has been accepted, indicating that the operator's Goads in Transit cover is sufficient for the Minister's requirements, an endorsement " Certificate of Compliance, RH/D/25a, applies."

(3) If the operator's third-party insurance cavers him for unrestricted general haulage, an endorsement "Covered for unrestricted general haulage."

The sub-agent will not be paid in respect of individual invoices submitted, but he should submit a monthly statement, RH/C/4 (obtainable from any area office of Road Haulage Branch) direct tp the Ministry of War Transport, Berkeley Square House, Berkeley Square, London, W.1, and this should show the amount due to him in respect of the individual carriers employed.

Should the sub-agent make advances to carriers before receiving the Minister's remittances on his monthly statement, it must be borne in mind that insurance deductions of 2 per cent. for unrestricted general haulage and 3 per cent. for Goods in Transit cannot be considered as having been waived, notwithstanding carriers' declarations, until the sub-agent receives confirmation from the Mikister, COUNTY AGENTS.—The appointed agents for the supply and control of vehicles for the removal of scrap metal in the Glasgow area of the Scotland Division are as follow; Argyll.—Wm.
