Which of the following most accurately describes the problem?

A LONDON operator, who drove without an 0licence or insurance while banned from driving and under prohibition for "dangerous" mechanical faults, has been hit with £850 in fines and costs.

Despite 20 years' experience, the operator claimed to be ignorant of several aspects of the law.

Lazaros Aresti of Church Street. Edmonton, pleaded guilty to the offences before Marylebone Magistrates Court.

Anthony Ostrin, prosecuting for the Vehicle and Operator Services Agency, said a vehicle driven by Aresti was stopped in a roadside check. No 0-licence disc was displayed and enquiries revealed that no 0licence was in force.

The vehicle was the subject of a prohibition because of its mechanical condition. It was found that Aresti had been disqualified from driving and had failed to re-apply for the return of his driving licence. Consequently,it followed that any insurance was invalid.

Aresti told the court he had not applied for an 0 licence and he did not realise that he had to reapply for his driving licence after a disqualification. Nor did he realise that the vehicle would therefore be uninsured. He said he had had the vehicle fixed with a new engine and did not realise he had to return to have the prohibition removed.

District Judge Elizabeth Roscoe expressed surprise that a driver of 20 years' experience had not bothered with any of the rules.

-Driving a 7.5-tonne vehicle without insurance and without having the prohibition removed makes you a danger on the road." she told Aresti. -You are a professional driver and you were driving a dangerous piece of equipment that could cause death, destruction and havoc if the rules were not complied with."

For driving without insurance,Aresti was fined £500 and ordered to pay £350 costs. He was also banned from driving for a period of six months.
