Which of the following most accurately describes the problem?

• A local authority operator has shortlisted two top waste hauliers in its bid to win one of the biggest rubbish disposal contracts in the country.

The contract entails the movement and disposal of more than 750,000 tonnes of waste a year between transfer stations, household waste stations and landfill sites. It came up for grabs in January 1992 as part of the statutory tendering out of local authority waste disposal operations.

However WYWM says that because of delays in getting to the stage of awarding the contract it may have to be readvertised.

WYWM represents five district councils in the former West Yorkshire Metropolitan County Council; its waste operation employs 378 staff, with 50 drivers.
