Which of the following most accurately describes the problem?

I have been following with interest the saga of hauliers' difficulties at Dover's Eastern Docks, as it seems to go from bad to worse, and how CM found (September 2) delays on incoming traffic of up to 24 hours. Then I read on and found on page 57 a glimmer of light — Inland Clearance Depots and their merits. Are ICDs not the solution?

Incidentally, I note we've heard from hauliers, the Dover Harbour Board and, now, CM, but not as yet from the people most involved — HM Customs. Have they nothing to say? And shipping agents, of which Dover has between 60 and 70 — not a word from them, either.

Do we assume those experiencing problems are hauliers attempting to do without the services of agents without having the requisite know-how?
