Under the new regulations, if a vehicle breaks down where there is not a 10 ft. verge, the driver must report the breakdown to the police by using the nearest emergency telephone (installed alongside the motorway at quarter-mile intervals). Repairs to broken-down vehicles can only be carried out on the motorway with police permission. The police have power to remove any stationary vehicle or to instruct a contractor to remove it. A removal charge is payable by the person in charge of the broken-down vehicle, or by the owner, of £5 for the first hour (or part of an hour) and £1 for every ensuing quarter-hour (or part).

The regulations provide for the charging period

to start when the breakdown. is reported, because this time will be known to the police and not subject to dispute between the remover and the customer. The removal arrangements will be kept under close review, and will be adjusted if experience proves this to be necessary.
